There are some Actions you too, can take to practice sensible, year-round water conservation-check it out:&lt;/p&gt; &lt;p&gt;-Water outside, only when necessary&lt;/p&gt; &lt;p&gt;-Sweep, don't wash paved areas&lt;/p&gt; &lt;p&gt;-Repair leaky faucets-you will be amazed how much water you will save&lt;/p&gt; &lt;p&gt;&lt;img title="Water conservation...is really very easy." src="http://activerain.com/image_store/uploads/4/1/1/0/8/ar127714226680114.jpg" alt="Water saver Home" width="460" height="360" /&gt;&lt;/p&gt; &lt;p&gt;-Don't run the water until it is cold enough to drink-keep a jug in the fridge.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;-Don't dawdle in the Shower.&lt;/p&gt; &lt;p&gt;-Wash when your dishwasher and clothes washer are full-ONLY.&lt;/p&gt; &lt;p&gt;-Don't run water while brushing teeth, shaving, peeling vegetables, or washing dishes by hand.&lt;/p&gt; &lt;p&gt;The California Urban Water Conservation Council's website contains tips for maintenance, leak detection, and repair, along with loads of useful facts and cost-benefit analysis. The most popular event in Cameron Park...this is the 11th Annual Summer spectular event, coming to Cameron Park Lake off Cambridge Road, this July 3rd.  The Community Services District is the provider of the firework show-which always has been, just as the name says..."Spectacular!"  Be sure to get there early, it is a day full of activity that you truly do not want to miss.  parking can be interesting- because of the Residents' right to their street parking areas, so often these areas are blocked off by the CSD.  Last year there were more than 8 thousand people that took part in, and enjoyed the food, crafts, musical entertainment, and more.  Some even got to meet many of the neighborhood Fireman-and were also able to take a free CPR class!  This is a ticketed event-you can get them at the Food for Less in Cameron Park, beginning July 1st...you will want to do this, to avoid the lines at the gate.  $3.00 in advance, or $5.00 at the gate. Children 10 years and younger, are FREE! This year they have 3 bands-that are favorites of the El Dorado County folk-Steelin' Dan, Late for Dinner and the Gun shy band! The Nation's first, is in Springfield Mo., just built last year. It only cost $3 Million Dollars. You would shutter to know the numbers DOT has been reviewing for projects that have previously been proposed-for this same location. The problem? GO figure...it is not currently a design approved by Caltrans...so, this will take awhile to come to fruition. If it does. Papa Gianni's has garnered quite a following over the years with penne-loving patrons from all over-stopping by the neighborhood establishment. CALIFORNIA PROPERTY TAX RELIEF&lt;br /&gt;Since its passage, Proposition 13 prohibits property tax increases until property ownership is changed.&lt;br /&gt;If either spouse is over age 55 (when the old home is sold), PROP 60 allows replacement of a primary residence with a new home of equal or lesser value (but see below) within the same county and transfer of the Prop 13 assessed valuation from the old home to the new property. This is allowed once in your lifetime, and a spouse who has done it before 'taints' both spouses.&lt;br /&gt;PROP 90 allows counties to elect to accept transfers of Prop 13 values for moves from other counties when a primary residence is replaced with a less expensive (but see below) home. If you are over 55 and move into a county which accepts Prop 90, you may take your old, lower Prop 13 value, regardless of from which county you move.&lt;br /&gt;Using Prop 90, you can sell your $400,000 San Francisco home [assessed value $80,000] and move to a new $300,000 home in San Mateo; the new San Mateo assessed value will be $80,000!&lt;br /&gt;&lt;br /&gt;7 COUNTIES WHICH ACCEPT PROP 90 (Current as of 6/1/2008)&lt;br /&gt;Alameda, Los Angeles, Orange, San Diego, San Mateo, Santa Clara, and Ventura. [Contra Costa, Inyo, Kern, Riverside, Modoc, Monterey, and Marin have dropped out of the Prop 90 program.]&lt;br /&gt;Props 60 and 90 apply if you "trade down" (i.e. the new home costs less than the sales price of the old home).&lt;br /&gt;&gt; If you buy New Home 1st; then sell the Old Home, you must go down in price.&lt;br /&gt;&gt; If you sell the Old Home1st; then buy the New Home:&lt;br /&gt;In 1st 365 days after the sale of Old Home, you may go up 5% in the purchase price of New Home.&lt;br /&gt;If you buy New Home more than 1 year from the sale of Old Home, but less than 2 years, you may go up 10%.&lt;br /&gt;Some buyers can pay the commission outside of escrow to lower to sales price. Example: I sold for $100,000 and then want to buy next week for $120,000. The seller will owe a commission of $7,200. The seller will owe $2,800 of other expenses&lt;br /&gt;I sold 1st so I must buy for no more than $105,000. If I pay the seller's expenses of $10,000, the price is down to $110,000. Hmm. If I buy the stove, refrigerator, and lawn furniture for $6,000, it looks like I qualify. WARNING: I do not suggest this is a valid idea.&lt;br /&gt;On Thursday December 10th, Our Board of Supervisors decided 5-0 in favor of adopting Proposition 90-&lt;br /&gt;The new Proposition does not go in to affect until Either 2/14 or 2/15 of 2010. Date to be be solidified Tuesday the 15th of this month. The 60 day waiting period is to do with the County Assessor-to set up the process/system in which they will be charging each Transferee $500. for the transfer. One must close escrow after 2/15/2010. This will change the outlook in our County in a very positive way. When real estate prices began to fall and property owners began their requests for reassessments-of course to lower values-this of course resulted in lower tax revenues to the County. How does EDC put a stop to the continued reduction of RE values/revenue? CALIFORNIA PROPERTY TAX RELIEF Since its passage, Proposition 13 prohibits property tax increases until property ownership is changed. If either spouse is over age 55 (when the old home is sold), PROP 60 allows replacement of a primary residence with a new home of equal or lesser value (but see below) within the same county and transfer of the Prop 13 assessed valuation from the old home to the new property. This is allowed once in your lifetime, and a spouse who has done it before 'taints' both spouses. PROP 90 allows counties to elect to accept transfers of Prop 13 values for moves from other counties when a primary residence is replaced with a less expensive (but see below) home. If you are over 55 and move into a county which accepts Prop 90, you may take your old, lower Prop 13 value, regardless of from which county you move. Using Prop 90, you can sell your $400,000 San Francisco home [assessed value $80,000] and move to a new $300,000 home in San Mateo; the new San Mateo assessed value will be $80,000! &lt;/div&gt;&lt;div&gt;&lt;br /&gt;7 COUNTIES WHICH ACCEPT PROP 90 (Current as of 6/1/2008) Alameda, Los Angeles, Orange, San Diego, San Mateo, Santa Clara, and Ventura. [Contra Costa, Inyo, Kern, Riverside, Modoc, Monterey, and Marin have dropped out of the Prop 90 program.] Props 60 and 90 apply if you "trade down" (i.e. the new home costs less than the sales price of the old home). &gt; If you buy New Home 1st; then sell the Old Home, you must go down in price. &gt; If you sell the Old Home1st; then buy the New Home: In 1st 365 days after the sale of Old Home, you may go up 5% in the purchase price of New Home. If you buy New Home more than 1 year from the sale of Old Home, but less than 2 years, you may go up 10%. Some buyers can pay the commission outside of escrow to lower to sales price. Example: I sold for $100,000 and then want to buy next week for $120,000. The seller will owe a commission of $7,200. The seller will owe $2,800 of other expenses I sold 1st so I must buy for no more than $105,000. If I pay the seller's expenses of $10,000, the price is down to $110,000. Hmm. If I buy the stove, refrigerator, and lawn furniture for $6,000, it looks like I qualify. WARNING: I do not suggest this is a valid idea. Our Board of Supervisors will take this to vote in January of 2010-likely to be in affect immediately thereafter, or by February, as our sources have been told. This will change the outlook in our County in a very positive way.When real estate prices began to fall and property owners began their requests for reassessments-of course to lower values-this of course resulted in lower tax revenues to the County. If they are attached and are not fire resistant, then the home as a whole is vulnerable to ignition.ood w/legible &amp;amp; clearly marked5)  Fire-resistant construction-Wall materials that resist heat and flames include brick, cement, plaster, stucco, and concrete masonry.  Tempered and double-pane glass windows can make a home more resistant to wildfire and flames.  Why? Firebrands (embers) collect in small nooks and crannies and ignite combustible materials...6) A disaster Plan-The time to plan for any emergency is prior to the event. As with so many "Green" products currently available, from organic milk to hybrid cars, it's tough to know if the house you'dl ike to buy is good for the environment.  So how do you determine what makes  a house green? Going Green-Where to start:  The first step is ensuring that the house is built to standard. Here are ideas to start you off-thinking GREEN! &lt;br /&gt;&lt;br /&gt;Some things you can do, that cost little to no money-AND over time, will actually save you lots of cash:&lt;br /&gt;&lt;br /&gt;-If you have a home office-buy an “All-in-one” FAX, Scanner, and Copier...saves A LOT of energy, and costs you less to operate.&lt;br /&gt;-When you go to bed at night, or out of town-or even during the day when not using your TV or VCR-turn off the power strip...keep in mind, when your appliances are off, but still plugged in-they pull and use power.  This will save you anywhere from $60.-$100. a year on your Electric bill.&lt;br /&gt;-Recycling, in general, is huge.  It is so much better to buy a re-usable beverage bottle-than to buy bottled water...just think of how much you will save-using filtered water, over buying bottled water.&lt;br /&gt;-Turn up the air conditioner thermostat.&lt;br /&gt;-Change filters often.&lt;br /&gt;-Plant trees on the South and West sides of the home to provide shade and reduce interior temperatures.&lt;br /&gt;-Landscape with drought-resistant or indigenous plants, which retain more water.&lt;br /&gt;-Add motion sensor lights, to save electricity.&lt;br /&gt;-Install a gas fireplace in an addition, such as a den or sunroom, which will extend heat to that room.&lt;br /&gt;-Replace appliances with Energy Star-rated versions. They exceed Government energy-efficiency standards by 10-25%.&lt;br /&gt;-Invest in new, more energy efficient heating and cooling systems.&lt;br /&gt;-Paint your home’s exterior a light color-as darker colors retain more heat.&lt;br /&gt;-Plug up air leaks, which are equivalent of leaving a window open all year.&lt;br /&gt;This can save up to 10% of your energy bill.&lt;br /&gt;-Install double-glazed windows with low-emisson glass, which allow maximum light while keeping out heat and cold.&lt;br /&gt;-When replacing roofing, install light-colored shingles made of material or tile to reflect heat.&lt;br /&gt;-Add insulation in walls.&lt;br /&gt;&lt;br /&gt;This is just a start! Generally, the reviewed properties are those with assessments resulting from changes in ownership or new construction that occurred during the peak of the real estate market. Holcomb explained the process involves three steps. "First, we have already selected all properties which sold or had some reassessment activity between June 2004 and December 2007. Now, we are currently processing sales and new construction values through the end on March 2008, in order to get an accurate picture of the market in January. Finally we will evaluate the decline in the market and decrease assessments accordingly." The reduced assessed values will be reflected in the tax bill for the 2008/2009 fiscal year, which begins July 1st, 2008.&lt;br /&gt;Holcomb says that, depending on what other charges are on the property tax bill, property owners could see a reduction of up to twenty percent in the tax bills mailed out this coming fall.&lt;br /&gt;The Assessor went on to clarify that a 1978 constitutional amendment (Proposition 8), requires the Assessor to recognize a temporary loss in value. Each year, the Assessor is to enroll the lower of the factored base year value or current market value as of the lien date, January 1st. Normally, the factored value assessed under Prop13 is lower than market, but in a down market, the reverse can occur, and when it does, the Assessor temporarily lowers the assessed value.&lt;br /&gt;"The property is assessed at whichever is lower, the factored base year value or the market value" Holcomb explained "As we understand the current market, if the property was purchased before somewhere around the middle of 2004, before the market really took off, the trended base year value is still lower than the market value.&lt;br /&gt;The most likely&lt;br /&gt;candidates for a reduction are those who purchased or built a home sometime after the middle of 2004."&lt;br /&gt;Property owners whose values have been reduced will receive a notice from the Assessor showing the new assessed value. The Assessor's Office will also review property at the request of the owner. The Assessor reviewed and lowered several hundred properties retroactively for the 2007/2008 fiscal year. Under current law, the Assessor has until July 1st of 2008 to recognize declines in value as of January 1st, 2007.&lt;br /&gt;Once a reduced assessment is in place, California law requires the Assessor to track real estate market trends and reappraise the properties to current market value as of January 1st annually, until the market value exceeds its factored base year value. At that time, the trended or factored base year value is re-enrolled, regardless of how high the market value climbs.&lt;br /&gt;Proposition 13, passed in 1978, requires a reappraisal to current market value, on a change in ownership or completion of new construction. This value, the base year value, increases annually by a maximum of 2%. Annual ad valorum property taxes are charged at 1% of the trended base year value. If a subsequent change in ownership occurs, a new base year value is established. New construction is appraised at fair market value and added to the existing trended base year value.&lt;br /&gt;The Proposition 8 reductions reflect a widespread decline in real estate prices in El Dorado County since early 2007.&lt;br /&gt;Property owners who have questions or who wish to request a review of their assessed values can call the Assessor's Office.
